Caltha LLP recently completed a Phase I Environmental Site Assessment (Phase 1 ESA) for an abandoned commercial building in the Minneapolis–Saint Paul metropolitan area. The property had been vacant for several years, and the prospective purchaser required a due‑diligence evaluation to identify potential environmental liabilities prior to acquisition and redevelopment.

Client Need / Problem Statement

The client needed a clear understanding of historical land use and potential contamination concerns associated with the site and surrounding parcels. Because the building had been abandoned and located within a mixed‑use urban corridor, the likelihood of historical commercial operations with environmental impacts was elevated. The Phase I ESA was commissioned to determine whether Recognized Environmental Conditions (RECs) were present.

Scope of Work Performed

Caltha LLP conducted a full ASTM‑compliant Phase I ESA, including:

  • Review of historical aerial photographs, fire insurance maps, and city directories
  • Regulatory database review for nearby contamination sites
  • On‑site reconnaissance of the abandoned structure and surrounding parcels
  • Interviews and records research related to past operations
  • Evaluation of potential impacts from adjoining and nearby properties

During the assessment, historical records revealed that a dry‑cleaning operation had previously operated on an adjoining parcel.

Key Findings & Outcomes

  • The historic dry‑cleaning facility identified next door aligned with past reports of volatile organic compounds (VOCs) detected in groundwater at nearby parcels.
  • The presence of chlorinated solvent use associated with dry cleaning represented a Recognized Environmental Condition (REC) for the subject property.
  • The abandoned building itself showed no evidence of hazardous material storage, but its proximity to known and suspected contamination sources elevated environmental risk.
  • The Phase I ESA provided the client with a clear understanding of potential liabilities and informed their next steps regarding property acquisition and possible Phase II investigation.
