Caltha also maintains a library of stormwater permit compliance plan templates to assist permitted sites in developing and managing their overall compliance program. Compliance plan templates incorporate State-specific requirements, such as inspections, monitoring, reporting and training, and provide an easy way to allocate resources and to develop a compliance tracking system. Caltha also conducts Non Stormwater Discharge Evaluations and provides Non Stormwater Discharge Certifications.

One of the key compliance elements is development of an Employee Training Program. Based on an individual employees job responsibilities, different level of training may be required, included training certification. Caltha provides stormwater training in a number of flexible formats, including “train the trainer”.

Recently, the requirement for sector specific stormwater benchmark monitoring has become a common element in Federal and State general permits. In addition, some types for stormwater discharges are required to meet numeric effluent limits for their stormwater discharge. Caltha assists dischargers in developing pollution prevention programs to meet stormwater quality benchmark concentrations and effluent permit limits.

Caltha provides expertise in developing Stormwater Monitoring Plans. Caltha provides the automatic sampling equipment needed to collect samples or can train on-site personnel on sampling techniques, to ensure your facility stays in compliance.

All permitted sites are required to conduct routine inspections and site compliance inspections. Caltha will conduct these inspections for your facility, or will develop inspection checklists and train your staff to conduct these evaluations. Caltha provides SWPPP Inspection services and erosion and sediment control inspections to general contractors for large and small construction projects.

Many facilities can avoid stormwater permit compliance requirements by meeting the requirements of a “No Exposure Certification”; the specific requirements can change from State to State. In most cases, facilities need to make at least some changes to their operations to meet these requirements. Caltha can provide technical guidance to your facility to identify if you currently meet the certification requirements and if not, what changes would be required.

In addition to SWPPP requirements, some facilities may also need to prepare a Spill Prevention, Control & Countermeasure (SPCC) Plan and comply with the US EPA SPCC Rule. Caltha prepares SPCC Plans, including the new SPCC Template Plan used by smaller, Tier 1 eligable facilities, and assists facilities in developing their SPCC rule compliance program, including SPCC inspections and SPCC training. Caltha also provides SPCC Plans for larger Tier 2 facilities, which require certification by a professional engineer.
