Most anhydrous ammonia refrigeration operations are subject to the Accidental Release Prevention requirements in Section 112(r) of the Clean Air Act Amendments of 1990. These rules require facilities to prepare a Risk Management Plan (RMP) which includes details on programs and procedures the facility has in place to prevent the accidental release of anhydrous ammonia.
One of the required elements of all RMP programs is to conduct a compliance audit of the operation at least every three years (40 CFR 68.79). Reports of the audits must be prepared and the facility must retain the two most recent audit reports.
