Overview: Caltha LLP was retained by this printing facility to assisting in preparing the air emission inventory report required by the Wisconsin DNR under their FESOP for VOC emitting equipment. Caltha staff reviewed operations and developed material usage tracking systems and monthly air emission estimate tracking sheets. The tracking system incorporated adjustments based on hazardous waste disposal records. This allowed  the facility to comply with monthly recordkeeping requirements which were then  available for annual air emission reporting using the WDNR on-line reporting system. Caltha provided training to facility staff on emission tracking procedures.

Overview: Caltha LLP was retained by this specialty plastics manufacturer to review and summarize federal, state and local regulations regarding store of compressed flammable gas at their location. The facility was planning a new process which would require storage and use of flammable materials not previously used on-site. The review included local fire department rules, county hazardous material storage requirements, State tank and hazardous material storage regulations, and federal EPCRA Tier 2 and TRI reporting requirements.

Overview: Caltha LLP was selected to provide technical consultant services by this regional industrial corporation. Caltha staff provided technical support to six locations in Minnesota, Wisconsin and Iowa. The project included providing technical support and internal inventory summary forms to indivuals at each of the locations to allow each to conduct a self inventory of hazardous materials which may require reporting to State and local agencies. Caltha staff then reviewed inventory sheets and determined which materials exceeded the Tier 2 threshold and required reporting. Caltha then prepared Tier 2 reports for each of the locations to be submitted to appropriate agencies.

Preparation Of Response To Request For Information From EPA Regarding NESHAP Compliance

Overview:  Caltha was retained by this manufacturer to contact State and EPA air compliance personnel and to prepare a response to a Request For Information sent by US EPA Region V. The issue involved compliance with a specific National Emission Standards for Hazardous Air Pollutants (NESHAP). EPA believed that the facility may have been subject to 40 CFR 63, Subpart OOOOO (6O) – Flexible Polyurethane Foam Production & Fabrication Area Sources. After reviewing site operations, it was determined that the facility was not subject to 6O. Documentation was prepared and submitted to EPA and the State. No further actions were required by the facility.

Air Permit Compliance Assessment and Option D Registration Permit Source Review

Overview: This facility retained Caltha to conduct a review of air permit compliance with the MPCA Option D Registration Permit. The review was prompted by recent staff  turn-over at the facility and an impeding multi-media audit being conducted by the corporate group. Facility management wanted to assure that all applicable air emission sources were permitted, emission tracking systems were accurate and complete, and that new staff responsible for on-going permit compliance activities were provided with ”on-the-job” training .

Caltha staff conducted on on-site inspection of the facility to identify all equipment and processes which were subject to air emission permitting. Emission tracking records and calculation spreadsheets were reviewed to confirm that all applicable emission sources were included and that calculations were accurate. Some revisions to spreadsheets were required. Caltha staff then provided training to facility staff on new tracking procedures.

Submittal of Missing TRI Reports & Resubmittal of Incomplete Form R For Manufacturer

Client: National Metal Products Manufacturer

Overview:  This Minnesota facility contracted with Caltha to review chemical usage records for prior years and past TRI reports submitted to EPA and the State of Minnesota. The facility was subject to annual TRI reporting under Section 313 of EPCRA, which included metals in raw materials and solvents used in cleanup processes. Caltha conducted a review of material processing and use data and past TRI calculation spreadsheets. Based on this review, it was determined that additional Section 313 chemicals need to be reported for the current year . Form R was completed using the US EPA CDX reporting system; the completed report was reviewed and submitted by the facility.

In addition, it was determined that some past TRI submittals were missing and/or were incomplete. Caltha provided technical support to self-report non-compliance with EPCRA reporting requirements and to resubmit corrected reports.

TRI Form R Submittal and Annual Pollution Prevention Report For Metals Industry

Client: National Metal Fabrication and Control Equipment Manufacturer

Overview: This facility contracted with Caltha to provide technical review of past and current year TRI reporting and chemical tracking procedures and calculations. The facility was subject to annual TRI reporting under Section 313 of EPCRA. Caltha conducted a review of material processing and use data and past TRI calculation spreadsheets, especially in regards to metal raw materials which contained Section 313 reportable chemicals and certain chlorinated degreasing solvents. TRI documentation and spreadsheets were revised by Caltha and provided to the facility staff so they could conduct inventories in the future without outside assistance. Caltha also prepared the annual pollution prevention report which must be submitted by all TRI reporting sites under the Minnesota Toxic Pollution Prevention Act (Minn. Stat. 115D).

EPCRA Tier 2 Reporting and Compliance Training For Plastics Manufacturing Sector

Overview: This plastics products facility retained Caltha LLP to provide technical support to its facility located in Iowa. Tasks included:
• Review of existing chemical tracking procedures
• Identification of hazardous materials subject to EPCRA 311/312 Tier 2 reporting
• Preparation of annual Tier 2 report
Caltha worked jointly with facility staff and provided “on-the-job” training on reporting requirements under EPCRA 301, 311, 312 and 313. The purpose was to train facility staff so they could prepare and submit reports independently in the future.

TSCA Chemical Data Reporting For New Jersey Chemical Distributor

Project: TSCA Chemical Data Reporting For New Jersey Chemical Distributer

Overview: Caltha provided technical assistance to this importer to comply with Chemical Data Rule (CDR) reporting. The CDR requires manufacturers and importers of TSCA-regulated chemicals to report their activities. Caltha staff reviewed all import records for the reporting period and calculated import volumes for those chemicals not specifically exempted from reporting. Caltha prepared the Form U on behalf of the client using the US EPA CDX reporting system; the client then reviewed draft Form U and submitted the report electronically.
